This looks like the same issue as Bug #1899423. I will update that bug with instructions for verifying so we can also work on merging the 4.7 backport.

While this is the same symptom as Bug #1899423, I think Weinan is right that the two bugs are different. The other bug also has the replica: 1 issue (which will not work until we add a new feature to support it).  Let's use this bug to track the problem with the updater.

@weinliu Would you please verify that this has been fixed in our latest 4.8 ART build?
