If I made a clean install and select pt-BR on the anaconda summary screen, all is fine and the system is installed correctly with the pt-BR language.

Today I runned dnf update and it upgraded more than 300 packages, and installed 20+ other. After that I tried to change the language one more time, and this time it showed correctly all languages on the gnome settings GUI. I choosed pt-BR and it worked fine. So the recent updates corrected the issue. :D
