Description of problem:
if you try to update a policy by creating it again, the update prompt will redirect you to a white page

Version-Release number of selected component (if applicable):
2.2

How reproducible:
all the time

Steps to Reproduce:
1. go to governance > policy > create
2. create a policy such as the one in additional info without "enforce" selected
3. see the policy created
4. go back to govenance > policy > create
5. create the exact same policy but select "enforce".
6. a prompt will ask you if it is okay to update instead, select update

Actual results:
you are redirected to a white page

Expected results:
you are redirected to either the list of policy or the policy that was updated

Additional info:
it seems the changes are made correctly, but for some reason the policy took longer to apply enforcing actions when updated this way.

 G2Bsync fix has been back ported to 2.2. It will be released in next 2.2 release
