Cause: Errors fetching the cloud information caused validations failure. Consequence: The pre-flight validations could prevent an installation that would otherwise succeed. Fix: Do not consider failure to fetch cloud information a validation failure. Result: Installer goes on with the installation even after a transient issue during pre-flight validations.

As seen in Bug 1937460, an error in OpenStack or a temporary failure can currently prevent the installation even if it would succeed.

The pre-flight checks should only be allowed to prevent the installation when they successfully collect data.
