Description of problem:
Many filter toolbar dropdowns haven't been fully internationalized.

How reproducible:
Always.

Steps to Reproduce:
1. For example, go to the RoleBindings page and open the filter dropdown. 

Actual results:
"Kind" is not internationalized.

Expected results:
All text is internationalized where possible.

This needs to be reevaluated once Krishna's i18n bugs are all addressed. It may be a duplicate at this point.

This bug has been verified and fixed on payload 4.8.0-0.nightly-2021-05-06-162549

Verify step:
1. Add '?pseudolocalization=true&lng=en' string at the end of the link of OCP
2. Go to the RoleBindings page 
3. Check if the role bindings filter dropdown group is translated, specifically "Kind" in the first filter dropdown.

Result:
All text is translated on role bindings filter dropdown group.
