Cause: The insights operator did not collect the cluster-version operator pods or events from the openshift-cluster-version namespace. Consequence: When the cluster-version operator had trouble, the insights operator did not include information that could be useful in diagnosing the issue. Fix: Now the insights operator gathers the cluster-version pods, and, when those pods are unhealthy, events from the openshift-cluster-operator namespace. Result: Issues with the the cluster-version operator are easier to debug.

+++ This bug was initially created as a clone of Bug #1941901 +++

In order to audit current tolerations before fixing bug 1941901, we should teach the insights operator to gather the CVO pod.  Once we have a fix in place for bug 1941901, we should relax the insights operator to only gather the CVO pod when it is unhappy.
