Doc Text:
Cause: The console has two different styles of help text, and one of those styles was applied incorrectly in several instances. Consequence: The help text instances that should have been using the field level help instances were using the wrong style. Fix: The correct style of help text was applied to the field level hep instances. Result: The console should now be consistently using the field level help text where applicable.

Existing behavior with dotted underlines on heading to surface popover

Description of problem:
Today the Install Operator page uses the dotted underline UI element to surface popovers, when this intended for only certain cases (generally Details pages that are drawing info from APIs.) This page should use the info icons in the form of a question mark in circle, as that is the OpenShift convention today.

Steps to Reproduce:
1.Navigate to OperatorHub and install an operator
2.On the Install Operator page notice how popovers for each heading are surfaced

Actual results:
Heading uses dotted underline styling

Expected results:
Heading should be followed by a (?) icon

Checked on ocp 4.8 cluster with payload 4.8.0-0.nightly-2021-04-09-222447, on operator installation page, there are help icons to indicate popover info now.
There bug is fixed.
