AFAICT it builds fine with autoconf 2.71. Maybe you hit bug 1923708 .

This is a automatic generated bug according to FTBFS with autoconf-2.71, other bugs were not investigated.

https://download.copr.fedorainfracloud.org/results/odubaj/autoconf-2.70/fedora-rawhide-x86_64/02095990-xorg-x11-drv-ati/builder-live.log.gz definitely looks like bug 1923708. Apparently the automation which generated this bug didn't verify that the build works with the previous version of autoconf.

(Same corresponding issue with xorg-x11-drv-amdgpu)

Bug 1923708 is fixed with xorg-x11-drv-ati-19.1.0-5, please try again with that.
