Description of problem:
Additional metrics are needed to inform the user about the relative success of enabling compresssion on a given pool

Version-Release number of selected component (if applicable):
rhcs 5, 4.2

How reproducible:
100%

Steps to Reproduce:
1. View the metrics produced by mgr/prometheus
2. You are unable to determine
   - which pools have compression currently enabled
   - pool type
3.

Actual results:


Expected results:
The user should be able to see
which pools are enabled
compression success (how much data stored is a accepted as compressible)

https://github.com/ceph/ceph/pull/40804 is in v16.2.5 upstream, and we've rebased ceph-5.1-rhel-patches to v16.2.6, so I'm moving this to ON_QA.
