Cause: Operators was pluralized differently in Chinese than the reporter expected. Consequence: Bad UX. Fix: Updated pluralization. Result: Bug is fixed.

Operator should be the same with English `Operators`

Description of problem:
The user also has a concern about the string 'Operators', both Chinese and Japanese kept English for this string, but the letter 's' is missed in the translation message which should keep the same with the English word 'Operators' rather than 'Operator'

Both Chinese and Japanese translated the 'Operators' to 'Operator'

Expected results:
'Operators' should not be translated which need to keep the same with English

I wrote to the Globalization team for feedback. We can't move forward until we hear back.

Set language to Chinese and check several places in OperatorHub, also install some operators and check different pages about Chinese translation, now word `Operator` `Operators` in every page look correct.

Verified on 4.8.0-0.nightly-2021-06-02-025513
