I'll pass this feedback along to the translation team. I will update this bug when I hear back.
I wrote to the Globalization team for feedback. We can't move forward until we hear back.
This appears to have been fixed by https://github.com/openshift/console/pull/9004/files#diff-f6f71d54fba2eeeb6769f15d73674630e045d2f4406437c48fe23ffea8c1f9cb.
Set language to Chinese and check several places in OperatorHub, also install some operators and check different pages about Chinese translation, now word `Operator` `Operators` in every page look correct. Verified on 4.8.0-0.nightly-2021-06-02-025513
