Did two variations of failed scale outs:

- Increased the ComputeCount parameter and did a stack update three times

- Increased the ComputeCount parameter, used openstack overcloud node import to import a non-existent node, and did a stack update three times

In both cases all three stack updates failed with error:

ResourceInError: resources.NovaCompute: Went to status ERROR due to "Message: No valid host was found. , Code: 500"

It's in z16, WONTFIX gives a wrong message to someone checking the BZ.
