perl-RPM2-1.4-14.fc35 fails to build in F35 because a test fails:

A difference between passing and failing build root is at <https://koschei.fedoraproject.org/build/10084773>. An upgrade of rpm-libs from  4.16.1.2-6.fc34 to 4.16.1.3-1.fc35 looks suspicious.

This bug appears to have been reported against 'rawhide' during the Fedora 35 development cycle.
Changing version to 35.

The regression in rpm was fixed and the tests pass. The tests was enabled.
