systemd launches "systemd-machine-id-setup" in post script which in turn depends on libssl.so.1.1. However, openssl-libs is not included in systemd post requires, so sometimes when performing deployment with per-package installation, we are left without /etc/machine-id which leads to crucial problems (such as missing vmlinuz in /boot since kernel install scripts don't copy it if machine-id is missing)

I'm not sure adding a Requires(post) is going to help. openssl-libs is already among transitive dependencies of systemd; that it is sometimes not installed before systemd suggests that there was a dependency loop in the transaction that did have to be broken by rpm.
