Description of problem:

Can we update python-watchdog to 1.0.x series? 1.0.x is not the latest but at least this will satisfy spyder dependency [0].

The PR was merged, and the mass rebuild built it for us.

This bug appears to have been reported against 'rawhide' during the Fedora 35 development cycle.
Changing version to 35.
