Description of problem: A new version of python-ujson now requires double-conversion, which used to be erroneously bundled. We need to ship it on RHOSP 16.1 and 16.2 because it's a runtime dependency. Provides binary-decimal and decimal-binary routines for IEEE doubles. The library consists of efficient conversion routines that have been extracted from the V8 JavaScript engine.
