When "featureSet: TechPreviewNoUpgrade" is set, CSi migration is *not* enabled and AWS EBS + Cinder volumes are handled by the in-tree volume plugins.

Version-Release number of selected component (if applicable):
4.8 at feature freeze

We need these components to add --feature-gate=CSIMigrationAWS=true,CSIMigrationOpenStack=true to these Kubernetes components
- kube-apiserver
- kube-controller-manager
- kube-scheduler
- kubelet

We have the API changes merged in https://github.com/openshift/api/pull/880 some time ago. All that is missing is rebase of openshift/api in all operators of the aforementioned components.

Checked the kube-apiserver, kube-controller-manager, kube-scheduler COs and kubelet. The feature gate CSIMigrationAWS and CSIMigrationOpenStack are enabled.
