Description of problem:
Ansible user is hardcoded to heat-admin. There is no way how operator can migrate when their cloud uses a different user on the overcloud nodes

Verified on RHOS-16.1-RHEL-8-20210727.n.1 with python3-networking-ovn-7.3.1-1.20210714143305.4e24f4c.el8ost.noarch and python3-networking-ovn-migration-tool-7.3.1-1.20210714143305.4e24f4c.el8ost.noarch.
Deployed an environment with a custom overcloud ssh user. Verified that it is possible to specify an environment variable with the custom overcloud ssh user for OVN migration script. Verified that migration to OVN completed successfully with this setting.
