Description of problem:
In large scale deployments, there are lots of connections to OVN DBs, especially SB DB. We should try to keep the amount of connections low as possible. I noticed there are workers, such as RPC, who also connect to the databases but they don't do anything in OVN environments. I think we can get rid of those connections.
