Description of problem:
Prow teir1 tests fail because of a missing file.

File was deleted upstream:
oc create -f https://raw.githubusercontent.com/kubevirt/kubevirt.github.io/master/labs/manifests/storage-setup.yml

This bug was open so we can back-port the fix to 4.7, git require a verified 4.8 bug before allowing to backport a fix to 4.7.

moving to verified because the tests pass with this fix.
