Description of problem:  On console load, the project picker can be set to a project that no longer exists if the project was deleted via the command line.  See steps to reproduce below.

How reproducible:  Always


Steps to Reproduce:
1. create a new project
2. navigate to Workloads > Pods
3. set the project picker to "All Projects"
4. set the project picker back to the project created in step 1
5. delete the project created in step 1 via the command line
6. quit the browser
7. restart the browser and navigate from Home > Overview to Workloads > Pods
8. note the project picker is set to the deleted project

Actual results:  The project picker is set to a project that has been deleted


Expected results:  The project picker should not be set to a project that no longer exists

Checked on ocp 4.8 cluster with payload 4.8.0-0.nightly-2021-04-18-203506
Steps to Reproduce:
1. create a new project
2. navigate to Workloads > Pods
3. set the project picker to "All Projects"
4. set the project picker back to the project created in step 1
5. delete the project created in step 1 via the command line
6. quit the browser
7. restart the browser and navigate from Home > Overview to Workloads > Pods, the project picker is set to "All projects" now.
