This is a Fedora copy of https://bugzilla.redhat.com/show_bug.cgi?id=1940618 , which is a RHEL bug describing more or less what the summary says - if the GDM user list is disabled, the timed login feature doesn't work. I'm filing it to propose it as a freeze exception, because I did a build primarily to fix https://bugzilla.redhat.com/show_bug.cgi?id=1949733 but for git reasons it made sense to pull the fix for this bug in too, and it seems reasonable to fix it in F34 as well. halfline says it's been shipping in RHEL for a while without problems. It wouldn't really affect a live environment, but may affect a scripted deployment before it gets updated, I guess.
