Description of problem:

Samples operator update for 4.8 removed imagestream tags that are used in several OpenShift tests. Particular imagestream tags that may be used widely:

nodejs 10, 10-ubi7
perl 5.26-el7 5.26
postgresql 10-el7 10
ruby 2.5-ubi7 2.5

Tests need to be updated to reference the "latest" tag if possible, or a newer version of the respective imagestream.
