This bug was initially created as a copy of Bug #1909956

I am copying this bug because: despite the original bug was fixed in ovirt-engine no new appliance was shipped in 4.4.5 release.

A "manual" workaround exists, by interrupting the deployment sequence and perform appliance upgrade in the middle of the setup: https://github.com/oVirt/ovirt-ansible-hosted-engine-setup#make-changes-in-the-engine-vm-during-the-deployment
