Description of problem:
The old Cinder integration (through External Providers->Openstack Block Storage) is deprecated and was replaced by Cinderlib integration (Managed Block Storage), the old integration should be removed from the backend and DB

Removing the old cinder code and DB content is very risky and requires a huge amount of work.
Currently, there is no way to create a cinder-based storage domain via the UI and REST-API.

Better keep the cinder code and not spent efforts on removing it.
