1. Please describe the problem:
The KDE Clock loses 1 second every 2 to 3 seconds. The kernel 5.11.13 does not exhibit this issue. 

2. What is the Version-Release number of the kernel:
5.11.14

3. Did it work previously in Fedora? If so, what kernel version did the issue
   *first* appear?  Old kernels are available for download at
   https://koji.fedoraproject.org/koji/packageinfo?packageID=8 :
Yes, worked previously, only in 5.11.14

4. Can you reproduce this issue? If so, please provide the steps to reproduce
   the issue below:
Reboot with kernel 5.11.13 and the issue disappears. Boot with kernel 5.11.14 and the issue occurs. 

5. Does this problem occur with the latest Rawhide kernel? To install the
   Rawhide kernel, run ``sudo dnf install fedora-repos-rawhide`` followed by
   ``sudo dnf update --enablerepo=rawhide kernel``:
Don't know.

6. Are you running any modules that not shipped with directly Fedora's kernel?:
Unsure.

7. Please attach the kernel logs. You can get the complete kernel log
   for a boot with ``journalctl --no-hostname -k > dmesg.txt``. If the
   issue occurred on a previous boot, use the journalctl ``-b`` flag.

Hi,
To add further information :

I should have been more clear, there is no loss of seconds, but skipping.

So, the digital clock is 16:28:50, then 16:28:51, then a lag, then 16:28:53, so the time 16:28:52 has been missed, or not displayed.

Plasmashell --version is : 5.20.5

Hi,
Laptop booting and packagekitd is not running for the last few days, and as such this issue is not repeating. It is probable that packagekitd running at boot time, was the cause of the issue.
