Description of problem:host add label option do not display the output in the order given for multiple labels

How reproducible:


Steps to Reproduce:
1. Bootstrap a cluster with default or custom image
2. enter to cephadm shell and copy ssh keys
3. Add host along with address and label 
4.observe the behaviour

[ceph: root@magna004 /]# ceph orch host add magna004 10.8.128.4 mon admin admin1 2222
Added host 'magna004'
[ceph: root@magna004 /]# ceph orch host ls
HOST      ADDR        LABELS                 STATUS  
magna004  10.8.128.4  mon 2222 admin admin1 

[ceph: root@magna004 /]# ceph orch host add magna004 10.8.128.4 admin 77777777
Added host 'magna004'
[ceph: root@magna004 /]# ceph orch host ls
HOST      ADDR        LABELS          STATUS  
magna004  10.8.128.4  77777777 admin          
magna005  magna005                      

Actual results: We do not see the labels specified in the same order in the output


Expected results: We should see the output in the same order we gave the labels

@Juan, verified the issue in latest ceph version. Issue is not seen. Hence, moving to verified state.
