This BZ requires revendor in providers, will move it to assigned until the PRs are in place

We decided to verify the fix on vSphere provider in slack discussion. Moving back to ON_QA. Revendor effort will be a part of https://bugzilla.redhat.com/show_bug.cgi?id=1948719

clusterversion: 4.8.0-0.nightly-2021-04-20-195442

scale up and scale down machineset, it worked as expected, no panic in machine controller logs.
