Description of problem:
python3-httpx does not install from EPEL8.

Steps to Reproduce:
1. dnf install python3-httpx


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides python3.6dist(sniffio) needed by python3-httpx-0.16.1-1.el8.noarch
  - nothing provides python3.6dist(rfc3986) >= 1.3 needed by python3-httpx-0.16.1-1.el8.noarch
  - nothing provides python3.6dist(rfc3986) < 2 needed by python3-httpx-0.16.1-1.el8.noarch
