unexpected text 0

Description of problem:
there is unexpected text '0' on filter toolbar on RoleBindings tab of Users

Version-Release number of selected component (if applicable):

How reproducible:

Steps to Reproduce:
1. cluster admin goes to User Management -> Users -> RoleBinding tab 

Actual results:
1. In the filter toolbar, we can see unexpected text '0' 

Expected results:
1. no unexpected text

cluster admin goes to User Management -> Users -> RoleBinding tab, in the filter toolbar, there is no text '0'
