Steps to Reproduce:

1, Install an OCP 4.7 cluster with the Manila CSI Driver on Openstack

2, Set up a separate proxy (eq: Squid proxy)

3, Set up a global proxy in OCP 4.7 with a noproxy list

4, Observe the openstack-cinder-csi-driver-node pod logs

 $ oc logs -n openshift-cluster-csi-drivers <pod name> -c node-driver-registrar
