Description of problem:
Refer to attachment for below problems:

- One user dismissed the “Create new Template from” option because it was highlighted by default and the user misunderstood it as a header, (the user did not consider it as a menu option.)

- When users hovered over other menu options, those options would also be highlighted in addition to “Create new Template from”. This also re-enforced the misunderstanding that “Create new Template from” was a header.

- The drop down behavior was also inconsistent with the “Create” drop down menu, where it did not have a default highlight until users hovered over.

Seems to be OCP issue, move the bug OCP if needed.

this is an RFE to make the UI more readable, not a blocker
