Description of problem:
1. “Learn how to use virtual machines” button suggested only operation related tasks for virtual machines. The button led to Quick Starts where users could learn how to create, import VMs or connect VM to external network, but the wording “use” appeared to suggest only operation type of tasks.
2. One user commented the QS “Importing a VMWare virtual machine” didn’t seem to fit under “Learn how to use virtual machine”.
3. The button name needs to be general enough to properly reflect the QS content. 
Given the context that the button will only be displayed when there is no VM, consider narrowing the label to suggest VM creation, e.g. “Learn how to create VM”, etc.

the empty state the show this button is deprecated and will be replaced with an empty state common to all k8s resources and this button will be removed

closing deffered, will be fixed together with the fix for the rest of the console when "empty state" will be revised across all k8s resources
