Alert ClusterObjectStoreState that indicate RGW health is missing. There is no rule for it anymore.

Version of all relevant components (if applicable):
ocs-operator.v4.7.0-360.ci

If this is a regression, please provide more details to justify this:
This alert was part of OCS 4.6.

Steps to Reproduce:
1. Navigate Monitoring -> Alerting -> Alerting rules in OCP.
2. Search for ClusterObjectStoreState.

Actual results:
The alert is not available

Expected results:
There should be an alert on systems that support RGW.
