Package blueman strictly requires pulseaudio-module-bluetooth, even on systems with pipewire. I would change it to a boolean dependency:

Recommends: (pulseaudio-module-bluetooth if pulseaudio)

blueman is reported to work partially with pipewire: https://github.com/blueman-project/blueman/issues/1511

btw I would add:
Provides: pulseaudio = 0.<...>.fake
in pipewire
and
Provides: pulseaudio-real
in pulseaudio
and here:
Recommends: (pulseaudio-module-bluetooth if pulseaudio-real)

Looking at pipewire's spec, pipewire-pulseaudio provides "pulseaudio-daemon", but not "pulseaudio", so this can be done without changes to pipewire.
