Allow use of storage policy in VMC environments

1. When setting the sc.parameters.storagepolicyname
$ oc get sc thin-csi-test -o json | jq .parameters.storagepolicyname
"openshift-storage-policy"
2. Create PVC with this SC
3. Check the volume Storage Policy in the back end 

Verified pass on 4.8.0-0.nightly-2021-04-26-151924
