Information for configuring OSP13 to support caCertFile parameter in THT environment files has been added to the Configuring Red Hat OpenStack Platform overcloud for Service Telemetry Framework section of the Service Telemetry Framework documentation. The caCertFile parameter is required in the latest OSP13 in order to allow connection from OSP to STF.

Description of problem:

As of OSP13z16 the use of `caCertFile` will be required in order to get the OSP QDR connected to the STF QDR.
