Doc Text:	Information for configuring OSP13 to support caCertFile parameter in THT environment files has been added to the Configuring Red Hat OpenStack Platform overcloud for Service Telemetry Framework section of the Service Telemetry Framework documentation. Description of problem:

As of OSP13z16 the use of `caCertFile` will be required in order to get the OSP QDR connected to the STF QDR.
