registry.svc.ci.openshift.org has been moved to registry.ci.openshift.org. The old
one was on a 3.x cluster and the new one is on a 4.x cluser.  This BZ is for the 4.8 release which has already been fixed.  However, the fix for 4.7 needs to point to a BZ written against the 4.8 release in order to satisfy that the upstream master has been fixed.

This has been fixed by PR https://github.com/openshift/installer/pull/4661 and merged into https://github.com/openshift/installer/commit/cfcd4ba5b9c72c69a10e5540b04a1d851664d237
