Description of problem:
kuryr-cni is built against unsupported golang 1.11. We should update it to 1.15 or (worse) 1.10.

Steps to Reproduce:
1. None, check the kuryr-cni container build logs for golang version.

1.11

Expected results:
1.10 or 1.15

In terms of verification steps a standard test run with this patch should totally be enough.

Job with 3.11.448 ran successfully on May29 without failed tests.
