Description of problem:
we can see an issue in reconnecting after service restart (or simulated reboot with deleting /var/run/NetworkManager* and cleaning all devices)

It's visible on multiple versions including the main. Here 1.30:

The issue is not reproducible 100% but it's failing pretty often so I would assume it's some sort of a race.

running NM_reboot_openvswitch_vlan_configuration in a cycle for 100 times w/o any issue!
