Description of problem: Request for refresh button on Block -> ISCSI ->Targets page

Steps to Reproduce:
1. Login to dashboard 
2. navigate to Block -> ISCSI ->Targets
3. Request for refresh button 

Actual results: Does not a refresh button have to scroll back to previous page or refresh the whole page


Expected results: Request for Refresh button on /block/iscsi/targets

https://github.com/ceph/ceph/pull/42817 is in v16.2.6 upstream, and we've rebased ceph-5.1-rhel-patches to v16.2.6, so I'm moving this to ON_QA.

Verified the BZ in 16.2.6.38 ceph version of 5.1. We see refresh button undet block->iscsi->target page. Hence, moving to verified state
