Description of problem:

Much of the work that is currently done by scheduler filters can now be done by equivalent placement filters. These have a number of advantages, chief among them being performance. This RFE tracks investigation into possible filter replacements along with development of any new placement filters and the deprecation of the older scheduler filters.
