The OCP static templates for Login, Error, and Providers should be translated.

Update to branding secret that displays branded templates

Checked on ocp 4.8 cluster and okd 4.8 cluster, all login pages are translated with correct brand. 
The error info is not translated which has been tracked in bug https://bugzilla.redhat.com/show_bug.cgi?id=1958080 and pr https://github.com/openshift/oauth-server/pull/77/files.
What else need I check for this bug?

Move the bug to Verified according to Comment 4. We can check other related fixs in bug 1958080.
