Description of problem:

()[aodh@controller-0 /]$ rpm -q --requires python3-aodh | grep python3-pysnmp
python3-pysnmp

()[aodh@controller-0 /]$ rpm -q python3-aodh
python3-aodh-9.0.1-1.20201113135209.5415b96.el8ost.noarch

There is no pysnmp requirement upstream
https://github.com/openstack/aodh/blob/master/requirements.txt

I can only assume this has been an oversight from the split out of ceilometer.

How to test: see description. Expected result: no pysnmp installed inside the container.
