[1] introduces cellv2 multicell support in director.

This bug is to track the major upgrade procedure of multiple cells and documentation.

Moving out of Yoga, we expect it to happen on upstream stable/zed once the initial work for stable/wallaby (16 -> 17 multi-cell FFU is completed)
