Description of problem:
If "--with collection_artifact" is added to rh/fedpkg build,
rhel/linux-system-roles-collection-package is created.
Notes:
    - have collection_artifact build always disabled by default
    - if building --with collection_artifact and without Ansible,
      fedpkg fails due to missing collection artifact (tarball).
    - copr build will specify --with collection_artifact explicitly.

Note that for RHEL builds, there is no "ansible-galaxy" command - the actual collection artifact for uploading to Automation Hub will have to be created in an extra step outside of the rhel rpm build, using the tarball created during the rhel rpm build.

Ensure that no HTML files are present in the collection roles directories, but only in the docs directories.
