Description of problem: Multiple tests require the Cinder client to be installed when run against OpenStack[1]. In the step-registry CI structure, the "test" ref is shared across platforms; it is therefore not desirable to run the OpenStack tests using a separate image. Having the Cinder client is then a prerequisite for running a conformance test against OpenStack using the step-registry system. Bumping the severity to match that of Bug 1952211, because the fix to that one is blocked by not having CI.
Although the above-referenced patch has been unblocked, I'm keeping severity to medium because without a fix to this, we can't run the parallel suite on presubmits.
