Description of problem:
On RHHI Cluster with 3 nodes installed rhvh-4.4.5.4-0.20210330.0 version and have rhvm vm of version . Created 10 vms on the rhhi cluster. 
Started upgrade procedure by upgrading the hosted engine first to 4.4.6. 
Logged into hosted engine ui and perfromed check for upgrade and upgrade. VM migration happend but the installFailed. Then re-tried again from the ui. Upgrade is succesful but `imgbase w` was still showing 4.4.5 instead of upgraded version.

Steps to Reproduce:
1. Create a RHHI cluster with 3 nodes
2. Upgrade the hosted engine
3. Start upgrading the rhvh host where hosted engine is running.

Actual results:
First install failed, on the retry again it succeded but imgbase w didn't give the update version. /var/imbased/.image-update file is missing.

Expected results:
Upgrade should succeed and imgbase w command should give updated version

This issue is seen again when upgrading from RHVH 4.4.6 to 4.4.7 interim build.

Upgraded from RHVH 4.4.7 to interim build of 4.4.8.
The upgrade of RHVH hosts from RHV admin portal works good
