Description of problem: Build of radare2 fails on EPEL8 on s390x architecture. - because there is libuv-devel missing - current RHEL8 ships libuv, but not libuv-devel - expected fix in 8.4 - current Centos8 ships libuv and libuv-devel, but not on the s390x platform. Pending release of RHEL8.3 which promised to fix the situation.
