Description of problem:

The grub2-ppc64le-modules and grub2-pc-modules ship files on which annocheck reports that they were not built with expected compiler flags.

Deterministic, on ppc64le and x86_64.

Steps to Reproduce:
1. rpm -ql grub2-*-modules | xargs annocheck --skip-all --test-stack-prot --test-pic --test-pie --verbose | grep FAIL:

Actual results:

Hardened: /usr/lib/grub/powerpc-ieee1275/kernel.img: FAIL: pie test because not linked with -Wl,-pie 
Hardened: /usr/lib/grub/powerpc-ieee1275/kernel.exec: FAIL: pie test because not linked with -Wl,-pie

Starting with grub2-ppc64le-2.06-16.el9.ppc64le we see /usr/lib/grub/powerpc-ieee1275/core.elf giving the same annocheck fail as well.

This is a bootloader - it doesn't make sense for it to be position-indepdendent.
