Description of problem: In OSP 16.2 memcached container is failing healtcheck. This is a regression found by a Jenkins job.

sudo podman ps -a | grep memcached

sudo systemctl list-units --failed --plain --no-legend  --no-pager | grep healthcheck.service | grep memcached
tripleo_memcached_healthcheck.service                loaded failed failed memcached healthcheck

Version-Release number of selected component (if applicable): RHOS-16.2-RHEL-8-20210514.n.0. This previously worked in RHOS-16.2-RHEL-8-20210420.n.0


How reproducible: Every time


Steps to Reproduce:
1. Deploy undercloud and execute: sudo systemctl list-units --failed --plain --no-legend  --no-pager | grep healthcheck.service | grep memcached

Actual results: memcached container failed healthcheck


Expected results: memcached container passed healthcheck
